Galera Cluster and Galera Manager on ARM / aarch64

We were recently asked to support Galera Manager on ARM architectures (aarch64), and while we do support Galera Cluster on aarch64 for Galera Cluster Enterprise Edition (EE) in Galera Cluster for MySQL 8.0, we do not make such builds for our community release. This also means that for Galera Manager we are firmly just based on x86_64 for the time being.

Doing some research around the ecosystem, it is pretty clear that we do not see builds nor usage from MariaDB download stats by architecture, and in a Percona telemetry finding only 1% of the users were on ARM. We know that upstream MySQL is definitely providing ARM builds, which should make it easy for many, but there are no statistics as to what the usage is like, to help us drive putting more resources behind this endeavour.

Remember that we already have Galera Cluster Enterprise Edition (EE) binaries for ARM/aarch64 for Galera Cluster for MySQL 8.0 today!
